HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


Your Team:

HPD’s Office of Policy & Strategy (OPS) leverages its expertise to guide and support HPD and its many Offices in their efforts to deepen their impact, optimize their efficiency, and become more data-driven, compliance-attentive, climate-adaptive, and mission-focused. To do so, the Office of Policy & Strategy collaborates with staff and senior leadership from across the Agency, as well as with representatives from other Agencies. OPS carries out its work through delivery of rigorous data, policy, and financial/credit analysis; technical and statistical research; compliance awareness and adherence; and techniques in program visioning and design to all of HPD’s areas of practice.

The Office of Policy and Strategy is composed of four areas:

- Strategic Operations and Analytics
- Housing Policy
- Credit and Valuation
- Sustainability and Climate

HPD’s Chief Sustainability Office (CSO), which is embedded in HPD’s Office of Policy and Strategy, advances policies and practices that enhance HPD's core objectives of healthy, safe and affordable housing while furthering NYC’s ambitious climate goals. In doing so, we promote opportunities for NYC’s most vulnerable and historically marginalized New Yorkers to participate in and benefit equitably from the green economy while reducing the burdens that disproportionately impact these communities. We do this by developing design standards and policies that incorporate best practices of sustainability, resiliency and equity; by building capacity for stakeholders to meet the standards; and by monitoring and providing data about projects to ensure that we are accountable to our climate, environmental justice and fair housing goals.

Your Impact:

HPD works to ensure that the City's investment in affordable housing goes toward building and preserving energy efficient, sustainable, and resilient buildings. Aligning with NYC's goals of carbon neutrality and climate resiliency, HPD ensures that our projects promote the health, safety, and prosperity of New Yorkers. Under Housing Our Neighbors: A Blueprint for Housing and Homelessness, HPD committed to scaling up the equitable decarbonization of our housing stock through pilots and HPD’s Design Guidelines for New Construction and Preservation.

Your Role:

The Senior Climate Technical Analyst, in partnership with the Sustainability team, will advise the Chief Sustainability Officer and other senior leaders at HPD on developing and overseeing the technical aspects of HPD’s standards and policies, pilots, overseeing HPD’s benchmarking program, providing technical support to internal and external stakeholders, and research and analytics required to analyze external policies and support development of HPD’s internal sustainability policies, programs and pilots.

Your Responsibilities

Under the direct supervision of the Chief Sustainability Officer, the Senior Climate Technical Analyst will be responsible for:

- Implementing the agency’s climate initiative by providing technical analysis and guidance;
- Coordinating with internal and external partners to develop capacity around high-performance and climate-resilient buildings and building electrification and developing protocols for the electric readiness of the NYC housing stock.
- Providing additional technical support to buildings in the HPD portfolio facing short and long-term Local Law 97 compliance.
- Providing technical support and guidance to buildings and teams in HPD’s pilots and programs
- Ensuring the integration and ongoing development of the Design Guidelines into the Department of Housing Preservation & Development’s work scopes and enhance our protocols around this work.
- Identifying best practices from municipal, non-profit, and private sector efforts from across the country;
- Provide feedback on other policy proposals to ensure that the agency’s policies and programs support the City of New York’s climate agenda; and
- Serving as a liaison between HPD, the Department of Buildings, the NYC Mayor’s Office of Climate & Environmental Justice, and external climate advocacy groups.

 

Minimum Qualifications

 

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or

3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.

 

Preferred Skills


Candidates with a bachelor’s degree in engineering, Architecture, Sustainability or related fields are strongly preferred. A minimum of 5 years of experience with climate, sustainability, engineering, architecture, and standards including LEED, Enterprise Green Communities, and Passive House. Deep familiarity with new and emerging green and high-performance building systems and technologies, including HVAC, renewable energy systems, and high-performance envelopes. Familiarity with and interest in non-energy criteria for healthy, resilient buildings – including embodied carbon and material safety. An understanding of affordable and/or multifamily housing development. Familiarity with NYC’s building typologies, codes, and climate legislation. Ability to liaise with professionals on technical aspects of project and program development related to sustainability and climate resiliency. Ability to research and analyze climate data. Strong project management skills. Ability to learn quickly. Strong interpersonal and communication skills collaborative, team player with the ability to also drive things forward independently and engage with outside stakeholders. Applicant should be knowledgeable in Microsoft Word and Excel software and possess excellent writing and communication skills. Management experience preferred, but not required. Work samples may be requested.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
