Job Summary

Sustainability is one of the five values that guide the MBTA’s work. The MBTA recently released an update to its strategic planning which also established agency-wide goals, including a goal to “increase the environmental sustainability and resilience of our transit system.”   The MBTA is seeking a leader in this field to join a new team focused on policy and planning to sharpen our ability to plan for the needs of the future.  This is a leadership role that is empowered to represent the MBTA in public facing and intergovernmental meetings related to all aspects of climate mitigation adaption planning.  

Duties & Responsibilities

  • Lead the development of planning efforts targeting significant climate adaptation challenges in terms of our infrastructure, our service, and our workforce. 
  • Represent the MBTA at external convening, planning sessions and meetings with state government practitioners, local leaders, and regional planning bodies. 
  • Advocate for comprehensive financial strategies to support identified needs. 
  • Support the completion of a hazard mitigation planning activities across all MBTA asset types and modes.
  • With an eye on the changing needs of the future, ensure workforce assessments and planning activities are accounting for new skills, training, and staffing support as we adapt to our future needs. 
  • Support the development of storm/severe weather response planning to ensure operational readiness in the face of the dynamic impacts of climate change.
  • Collaborate with state agencies and utility providers to plan for energy efficiency savings, utilization of clean energy, achieve net-zero and reliability of the electricity needs for the MBTA in the medium and long term.
  • Support the development of a plan to reduce, and monitor, emissions and pollution, and a long-term strategy to reduce the negative impacts of the MBTA’s operations on the environment.
  • Partnering with MBTA department leaders and state officials, ensure the development of design standards and design directives for efficiency and sustainability to improve the scoping of all types of MBTA projects.  
  • Perform all other duties and projects that may be assigned
Supervision 
  • In joining a new team, this role is expected to ultimately include management of managers and/or analysts who are not yet on board.
  • Broader team to ultimately include experts in both resiliency policy and sustainable planning. 
  • Consultants will be utilized as needed and position will be responsible for selecting and managing consultant teams. 

Minimum Requirements & Qualifications

  • Bachelor’s degree from an accredited institution in environmental studies, environmental management, environmental planning or policy, engineering, or another related field.
  • Seven (7) years of progressively responsible experience in project and/or program management and/or leading strategic initiatives related to climate change adaptation, resiliency, net-zero planning, renewable energy, energy conservation and innovation, related policy and planning.
  • Five (5) years of supervisory, managerial, and/or leadership experience.
  • Working knowledge of State and Federal Climate Change regulatory action and initiatives
  • Demonstrated professional experience with environmental planning or environmental science, such as technical training or experience in GIS mapping, stormwater management, emergency planning, drafting of environmental policy, familiarity with environmental regulatory actions, environmental compliance and/or similar professional experience.   
  • Demonstrated experience and results in collaborating with an executive team to drive organizational change.
  • Effective organizational, analytical, technical, quantitative, writing, multi-tasking, and time management skills. 
  • Excellent communication, analytical, and presentation skills with the ability to obtain buy-in with key stakeholders at all levels of the organization.
  • Experience overseeing confidential communications and relationships with senior leadership.
  • Ability to learn quickly, take direction, work independently and to use creative, collaborative, and consultative approaches to resolve issues.
  • Highly organized and detail-oriented with a demonstrated ability to follow through across multiple complex and concurrent projects.
  • Have excellent customer service skills, and the ability to provide internal and external customers with a courteous and professional experience.
  • Demonstrated proficiency in MS Word, Excel, and PowerPoint.
  • Demonstrated ability to think strategically and work in a team environment.
  • Demonstrated ability to work effectively with a diverse workforce.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement. 
  • An Associate’s degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement. 
  • A Master’s degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience
Preferred Experience and Skills
  • A master’s degree, or professional degree, from an accredited institution focused on public administration, engineering, environmental science/policy, planning, law, or related field.
  • Prior experience in large state or federal agency managing regulatory compliance in the environmental or conservation space.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
